Connections are effectively a special subset skill with a highly temporary score that represent a character's overall reputation with a particular faction, whether that's a given family, a professional organization, a bandit clan, an entire nation - the variety is limited only to the imagination of the Facilitator and the setting developers.

Connections are present to allow the Facilitator to handwave certain social interactions (usually requests for information, aid, or other favours) as being about a single mechanical check rather than a lengthy roleplayed interaction. They're not meant to replace social roleplaying outright, however.

The principal intended use of connections is to have them be available for those times when a Facilitator is caught flat footed by a player request. When the Facilitator thinks the adventure is reasonably straightforward but the party's veteran wants to "call in some favours and get us some extra hardware", a connections check is considered an appropriate recourse. The Facilitator is still encouraged to have actual, fleshed-out NPCs on hand to represent key figures in the factions that players have Connections with, and use those characters at times when it would be directly relevant to the plot to do so.
